Diagrams will usually be displayed to operators in live mode, which hides all of the toolbars, properties panels, palettes, etc. shown when editing a diagram. Operators can even have permissions set so that they can only view diagrams this way, and not in edit mode.

Once a diagram has been created and saved once, the 'View Live' link at the top of the page will be enabled:

Clicking that link will open a new tab, showing the live view of that diagram at a URL like http://www.yoursite.com/staticdiagram/{diagramid}. That URL can be bookmarked and opened in any browser where a user is signed in, provided that the user is in the Diagrams role and has view permissions to that diagram.
